Convert 65W i5-2405S to 95W and other questions

I have a DH67CL / i5-2500K PC.  It has a 650W Gold power supply and no graphics card, so power is never an issue.  It has Noctua CPU cooling.

 

I also have a DH67BL / i5-2405S PC.  It has a 650W Bronze power supply and no graphics card, so power is never an issue.  It has Noctua CPU cooling.  I bought the i5-2405S expecting to install it in a media center, but those plans changed, so I ended up with a spare CPU.  I only use this PC as a lab system, e.g. running anti-virus scans on external disks.

 

Now I wish I had bought a 95W CPU for the DH67BL because it would not be constrained by wattage.  Looking at the DH67BL Performance Tuning Guide, it appears that I might be able to convert the i5-2405S into a 95W one.

 

In BIOS, I have the following default parameters:

Can I convert the i5-2405S into a 95W one simply by changing Burst Mode Power Limit to 118, Sustained Mode Power Limit to 95, and the four Core Ratio Limits to 34-35-36-37?

 

Can I change the initial clock speed simply by changing Host Clock Frequency to something higher than 2.5, perhaps 3.0?

 

P.S. Given that Intel has discontinued support for the Turbo Boost Technology Monitor 2.6, is there any place I can still find it?
