This processor is a FCBGA. FCBGA is not a processor socket; those are soldered-on chips. The "bga" stands for Ball Grid Array, which is used for soldering on chips. http://ark.intel.com/products/65697/Intel-Core-i3-3217U-Processor-3M-Cache-1_80-GHz?q=3217#@specifications
I would recommend you checking with Toshiba if your current processor can be removed from the laptop. If not, it won’t be possible to change it, or at least we do not recommend it.
